The Department of Emergency Services (DES) is currently seeking a dedicated and highly skilled Compliance Officer/Business Manager to join our team. The Compliance Officer/Business Manager develops and monitors systems and processes that validate the integrity of all ambulance service billing data. This position also serves as the department’s expert for billing compliance, ensures compliance with all Federal and State regulations through the development and maintenance of a robust compliance program, and manages the daily fiscal operations of DES administrative staff.

Job Description

  • Directs and oversees the daily fiscal activities of DES, including direct supervision of financial support staff; analyzes internal business systems to ensure compliance with industry regulations and ethical standards. 
  • Under the guidance of the Director of Finance and Administration, the position develops, implements, documents, and maintains programs for quality improvement and Utilization Management programs; designs control systems to address cases of violation of internal business policies.
  • Leads the development and administration of the department's medical billing compliance program; Evaluates the EMS billing industry for best practices for system improvement; develops and oversees systems for the collection of appropriate data; analyzes internal business systems to ensure compliance with industry regulations; provides oversight of 3rd party billing vendors; ensures monthly OIG exclusions list reviews are performed; investigates and resolves internal/external reports of compliance concerns.
  • Provides oversight on the performance of the department's third-party billing company; tracks and maintains data related to billing and collections; analyzes data for trends and patterns; identifies discrepancies; and works collaboratively with the vendor to improve collection performance.
  • Coordinates and conducts regular internal audits and claims reviews to ensure accurate crew documentation, appropriate billing and coding decisions are made, and that reasonable collection efforts are being pursued. Collaborates with Clinical Quality Assurance Administrator to identify compliance training Field Providers need; coordinates and facilitates external audits as needed; initiates prompt refunds of overpayments discovered by routine audits.
  • Manages the preparation and submittal of required annual Medicare cost reporting; manages State and Federal revalidations/reporting and federal/state grant reporting.
  • Serves as the DES HIPAA privacy officer.  Develops and conducts all departmental HIPAA training.

Job Requirements

Minimum Job Requirements:

  • Associate’s degree in Health Information Management, Accounting, or related field, and five (5) years working with ambulance billing and Medicare/Medicaid Compliance and five (5) years leading direction, supervision, or coordination of the work of others. Knowledge of HIPAA.

Preferred Job Requirements:

  • Bachelor’s degree in Health Information Management, Accounting, or related field.

Successfully pass a criminal history check and possess a valid driver’s license with an acceptable driving record.
