Director of Emergency Services Needed
The City of Hesston, population 3500, is seeking applicants to fill an immediate opening for the Director of Emergency Services. Hesston is in central Kansas, in Harvey County. With an area of 75 square miles we respond to approximately 700 EMS and 200 fire calls for service annually.
About the Position
Hesston Fire/EMS Department is seeking an experienced, motivated, and community‑focused Director of Emergency Services to lead and manage our EMS and Fire divisions. This full-time, exempt position reports to the City Administrator and plays a key leadership role in ensuring the protection of life, property, and public safety throughout the Hesston emergency response district.
The ideal candidate is a strong communicator, an effective administrator, and a steady leader capable of performing under pressure. This position combines hands-on emergency response with strategic oversight of personnel, budget, equipment, operations, and regulatory compliance.
Key Responsibilities
Direct daily operations of EMS and Fire divisions
Provide emergency medical care and oversee fire and emergency scene management
Manage and maintain ambulances, fire units, and life‑saving equipment
Assist with budgeting and monitoring departmental expenses
Develop, administer, and enforce departmental policies and procedures
Supervise, evaluate, train, and support personnel
Maintain departmental records, accounts receivable, reimbursement processes, and confidential medical information
Ensure compliance with local, state, and federal regulations
Conduct fire prevention, inspections, and cause determinations (non‑arson)
Communicate effectively with the public, resolve citizen concerns, and coordinate with other city departments
Direct response operations during fires, accidents, natural disasters, and hazardous materials incidents
Monitor weather spotter program, storm sirens, and related emergency systems
Required Qualifications
High School diploma or GED
Minimum of four to five years of related experience, Bachelor’s degree preferred, Master’s degree desirable, or an equivalent combination of education and experience
Valid Kansas driver’s license
Paramedic Certification (required at time of employment)
Firefighter I & II Certifications (required at time of employment)
Hazmat Awareness/Operations Level Certification
Supervisory experience required
Strong knowledge of emergency medical techniques, firefighting operations, and local geography
Ability to operate emergency apparatus and perform emergency scene management
Excellent oral and written communication skills; strong mechanical aptitude; ability to remain calm and make decisions under pressure
Physical & Working Conditions
This role involves heavy physical work and exposure to adverse weather, hazardous materials, structural hazards, and high‑risk emergency situations. Regular lifting of 50‑100 pounds and strenuous manual labor are expected. The Director must maintain excellent physical condition and be able to work in confined spaces, heights, and noisy environments. Exposure to bloodborne pathogens is expected.
